SNAP Funding Uncertainty and What it Means for Wyoming

On Tuesday, Governor Mark Gordon sent a press release regarding updates to funding for the Supplemental Nutrition Assistance Program (SNAP). Because of the federal government shutdown, payments to states to administer the SNAP program could potentially halt starting November 1st. While the Governor states that his office is "working on ways to provide assistance", he also expects for charitable organizations to work to help meet the demand.


Concerns over SNAP's ability to meet the needs of Wyomingites is nothing new. A study from the Wyoming Survey and Analysis Center (WYSAC) published a 2024 study examining the gap between eligible enrollees and actual recipients. Their results highlighted the extent of the difference, with a total of 77.6% of individuals in Wyoming eligible for SNAP benefits not receiving them. This disconnect is especially concerning given the current inflationary effects. The most recent Wyoming Cost of Living Index report found the cost of food had increased 5.6% year-over-year. Further diminishment of funds to the SNAP program risks a greater unmet need in communities across this state which will place greater burden on charitable organizations battling inflationary effects.


The lack of SNAP funding coming to Wyoming not only impacts its recipients, however. As of the most recent reporting, the Wyoming Department of Family Services (DFS) currently has a workforce of over 600 employees across the state, many of which help administer SNAP. There will be a great deal of confusion and frustration from current SNAP recipients about discontinued payments, despite the fact that they still qualify and have submitted all the necessary paperwork to receive them. This puts a lot of stress and uncertainty on both SNAP recipients and administrators, especially without any indication of when the federal shutdown will end.
